Yes, as they mentioned, the HRD staff is 30% smaller than this time 20 years ago, largely due to unfilled vacancies...
In fact, during 1980 (the last year of two significant NOAA field experiments in Miami), there was the NHC and NHEML (now HRD), which combined several smaller research groups under the NHEML heading, and totaled about 90 employees that year - that combined NHC/HRD number is probably down to about 50 or so today, due to the budget issues mentioned in the article, and, reduction in staff due to technology (there no longer being a need for pen and ink draftsmen or teletype operators, etc., that were still common in one or both offices in 1980), and, the relocation of one research group to Boulder, Colorado, in the early 1980's.
How much has changed in 26 years...
