Storm Surge Formula

If you want to know a storm surge formula I found in Emanuel Kerry's Divine Wind. Here it is.

h = 0.00035 * V^2 L / H, (20.1)

V=Wind in mph
L=Length of box miles
H=Average depth of water

It assumes no friction.
