Re-evaluating Hurricanes

I wonder what factors NOAA takes into consideration when deciding to re-evalute a tropical system? Is it based on the amount of damage done by the storm or controversy within the meteorological community about the strength of the hurricane? Both? I know at least Andrew and Betsy have been upgraded following re-evaluation.

changes in methodology of deriving the surface winds as more data becomes available
