HurrEvac

There is apparently a U.S. government program for tracking hurricanes. Can someone explain to me why the public cannot access a download link for this program? Is it not public domain??

Yes, I've seen this site, but I didn't see anything about why it isn't public domain (I mean wasn't it built w/ government money?)

According to the about page, no.
HURREVAC stands for HURRicane EVACuation program on a computer. The program was developed by Sea Island Software, Inc. beginning in 1988, in response to a need for computer based management of data produced by various federal Hurricane Evacuation Studies.

According to that, it was not built by the government, but a software firm.
