We can't do a lot of that ourselves because it requires specific measurements. We can only estimate.

That is not what is used to determine an area to be an invest. That information is the checklist for issuing a TCFA.

That is true. A TCFA is issued when TC formation is imminent (within the next 24 hours). An invest can be issued days before formation is imminent. Any disturbance could be declared an invest if the NHC thinks there may be a chance of development in the future (beyond 24 hours). They'll usually focus on persistent convection in an environment that is, or is forecast to be somewhat favorable for development as a starting point.
