World-wide tropical cyclones absent

Wow- take a look at the NRL site. No named storms anywhere on the planet and it's late August. There's something you don't see too often at this time of year.

Who would like to pass the time before our next Atlantic named storm by taking a stab at what might be causing such an absence of tropical cyclones all over the world. And, to add to that, where will the rubber band snap? That is to say, we know almost for certain that one of the basins will get active soon- which one will it be and why?
