There has been a large change in the pressure field of the GOM.
Two buoys that the system is in between 42002 and 42001:
13z:

In 1 hour, the difference between the two bouys went from 0.6 mb to 2.2mb. Why is this important you ask? Well for starters, this means that Bill's inner structure is not a weak, broad LLC but a small, well defined LLC. How can you tell? The pressure change is significant because it shows a sharp drop off in the pressure into the LLC. This also means that the pressure field is well defined enough to keep its pressure in the face of the building high. This also means that Bill isn't stationary and is moving at a decent clip. Small well defined LLC can spin up fast(given the right conditions). It is well within the realm of "probablities" that Bill will become a minimal hurricane before landfall.
