09/0545 UTC 14.4N 96.4W TOO WEAK INVEST -- East Pacific Ocean

But NRL and FNMOC show nothing in Eastern Pacific.

Why is that??

SSD has to give a designation on systems it wishes to do satellite fixes/leave a floater on. I think they're now just calling it "INVEST" as they don't want to give arbitrary and unofficial numbers as they did in the past.
