Similarities Between Alex(2004) and TD3

TD 3 seems very familiar to how Alex formed in 2004. With the NHC unable to accurately forecast intensity projections, and the fact that TD3 is so close to the Gulf Stream, do you think the NHC's 40 kt predictions could be a little low?
