If you are going by TS force winds and/or the 1" rains whether or not it was classified a TC at the time then Ike definitely becomes a strong contender.

Ike might actually beat Irene on that mark! Talk about a poorly predicted event, but climatology and models would not have expected Ike to spread so far inland.

I have to agree with Ike on how many people it affected. Ike was responsible for one of the biggest power, 7.5 million people were affected. Ike also affected the Caribbean and all of Cuba.

Katrina had a wide effect outside of the Gulf Coast.
