Interesting, indeed. The 10:30 PM EDT Tropical Weather Outlook

The indications of a surface low may be trying to develop 250 miles west of the Dry Tortugas, where conditions are somewhat favorable for tropical development.

While that is happening the 20 knot upper level wind shear to the northwest of that over the Gulf of Mexico (northwest of the convection off the Yucatan peninsula) may decrease.
