"Knabb also talked about a new program that will use robotic boats to detect conditions at or near the center of developing storms to try to better understand what makes 'big' hurricanes become that way."

Weather Channel had a short piece about robotic boats last night. Said NOAA has 10 of these that they are trying out, and may deploy them in hurricanes later this season or next season.
Should be another way to get "ground truth."
