Who the heck is Herbert?

I know what the herbert bos is but why the heck is it called Hebert. What an awful name. Did a guy named Herbert name it? Some history would be much appreciated.
BTW, URGENT: Has the west turn begun?

Paul Hebert. Pronounced "ay-bear" (French)

Paul Hebert was a hurricane specialist/ forecaster with the National Hurricane Center....and a very good one.
