All I have so far is:

9/15 - 1:00 PM EST OUTER BANKS, N.C. -- Hyde County officials have ordered a mandatory
evacuation of Ocracoke Island's 921 residents as Hurricane Isabel nears.

See NCBIRD'S post on the Morehead City 9pm advisory for NC evacuation orders. Not sure if VA has any evacuation orders or not.

Bulletin Text: Dare County Emergency Management continues to monitor Hurricane Isabel as it moves toward the North Carolina coast. Although Hurricane Isabel has weakened, it remains a dangerous hurricane that will produce ocean overwash and soundside flooding along the Outer Banks if it continues to follow the forecasted track. The mandatory evacuation for all of Dare County remains in effect. Residents and visitors are encouraged to make final preparations and leave the area during daylight hours. There are no Red Cross approved shelters in Dare County. Shelters are open at Bienvenue Elementary School located on Nicodemus Drive in Rocky Mount, North Carolina and Fike High School located at 500 Harrison Drive in Wilson, North Carolina. Access into Dare County is not restricted and bridges leading to the Outer Banks are not scheduled to close until gale force winds become a factor. Gale force winds are expected to reach the area Wednesday evening. Dare County offices will be closed on Wednesday, September 17 and will remain closed until further notice. Dare County Schools are closed until further notice. There are no restrictions on the sale of alcohol in Dare County at this time. Dare County Parks and Recreation has cancelled all scheduled practices and games for football, soccer, cheerleading, gymnastics and dance until further notice. Dare County Criminal District Court sessions scheduled for Thursday and Friday are cancelled. The Kill Devil Hills Recycling Center is closed until further notice. Ferries are operating on a regular schedule. All National Park Service Outer Banks Group areas and facilities are closed.
