NHC wind radii, peak wind and overland storms
I am having a think about the wind radii and peak wind given in the NHC advisories. Normally I think of these as representative of the storm over water, so the maximum extent of 34,50,64 kt wind radii is over water (I think the JTWC specifies this in their advisories). My question is, in the case of a storm completely over land such as Helene is now, are the wind radii extent now representative of overland winds and the MSW is the theoretical peak wind experienced over a land surface? When I think of storms making landfall I expect the winds to decrease as the storm comes ashore because of increased surface friction, the mean wind decreasing more than the peak gust because the gust factor increases with a rougher surface, but I am trying to imagine how that relates to the wind info in the advisories once the whole storm's wind circulation has moved completely inland but has not yet dissipated.
