Will Peter eventually be upgraded to a hurricane?

Will Peter eventually be upgraded to a hurricane?

When the report comes in comming weeks about Peter my thinking is that it will be upgraded to a hurricane because it had an banded eye feature for 2-3 hours. What do all think about Peter being upgraded?

I do think it was a hurricane for a while of about 80 mph.

but with such an historic event I wonder if they will err on the side of caution> proberly best if it is a boarderline case IMO.
