The reason for the pretty clear environments in the Caribbean and GOM is because of the strong shear moving in I told you guys about in the Windshear forcast. Strong shear dominates these regions and is limiting any possible development in these areas ( for now ). Most of the storms in these areas are being ripped apart as we speak. The shear is comming from the NW and moving quickly SE. Here is a satellite picture of the Caribbean and Southern GOM where you can see the storms in the lower right hand corner being slowly shread apart by the shear.
