By the time thursday rolls in the whole northern part of the caribbean ( Puerto Rico, Hispaniola, Cuba ) will be covered in strong shear. Also, the shear that was in the Western GOM has now moved eastward. So anything within those areas wosnt see any development ( thats why this system craped out earlier in the week. )
