Temperature between 78°F and 80°F are within the range of tropical development criteria. I have heard not
only is 80°F the threshold, but 79°F can be at time, as well.
Sea surface temperatures further northward in the central and eastern Gulf are in the low to mid 80's.

True... very close to criteria, but I would like to see low to mid 80s this time of year in this region before I start letting my freak flag fly. Additionally, there is a cold pool of water whose axis lies from Louisiana to the Yucatan. I'm not saying it's going to hurt development, I'm saying it's not going to help it. (If that makes since... it's late
)
