The NHC may never upgrade this system because surely it's looking terrible but the RECON plane as you can see bolded and in italics above it has found winds of 26 knots or 31 mph, a center of circulation of 1009 mb; very weak. Let see what happens.

Nice info, but little hope for this system making it past Depression stage. Depression is even becoming in question as time goes on.
