OK.....Well Maybe...

TROPICAL WAVE JUST W OF THE CAPE VERDE ISLANDS ALONG 27W S OF
20N MOVING W NEAR 10 KT. THE POSITION IS BASED ON AN EXCELLENT
SATELLITE SIGNATURE AND EARLIER QUIKSCAT DATA SHOWING A WELL
DEFINED BUT BROAD CYCLONIC CENTER. DESPITE THE GOOD APPEARANCE
IN SATELLITE IMAGERY...THE SYSTEM IS NOT PRODUCING ANY
CONVECTION OUTSIDE THE ITCZ WITH SCATTERED MODERATE ACTIVITY
FROM 6N-9N BETWEEN 30W-35W. WHILE CURRENTLY MOVING UNUSUALLY
SLOW...THE WAVE SHOULD BEGIN TO ACCELERATE OVER THE NEXT DAY OR
SO AS IT EXITS THE MONSOON ENVIRONMENT OFF W AFRICA.
