Excellent question...
The NHC uses temporary...rotating designations to identify systems that they start tracking...but have not offically been upgraded to depression status. These numbers run from 90 to 99. The L indicates the Atlantic basin...they will use the numbers on these systems until either the system gets upgraded or dissipates.
The last system in the Atlantic that didn't develop was AL98 (98L).
They started running models on the one out east of the Bahamas first thing this morning, so that's 99L.
And they started running models on the system in the Gulf later on...and since they got to 99 they now go back to 90...hence 90L.
