How on earth will they ever be able to enforce such an evacuation if even only 10% of the affected people choose to ignore it??

You cannot be forced to leave your home here in Florida. There will be no emergency services to those areas once the sustained winds get to 45 MPH. At lot of the A zones here are accessable by bridges which will be closed.
