question on rebuilding

I seem to remember something from after some storm a few years ago that there was some law somewhere that was either passed or proposed, where if a structure on a barrier island was destroyed by a cane that it wouldn't be allowed to be rebuilt. Does anyone know if that was just an idea that some politicians were bouncing around, or did some such law actually get passed somewhere?
