Frances following NOGAPS track?

It "looks" like France will come out into the GOM
right over Tampa, FL. Her track "looks" to be following the NOGAPS
model closely.

Is the NOGAPS looking at the shear and air movements in the Gulf that other people mentioned earlier? I don't know enough about the models to comment in an informed way.
