Steering Levels

When I look at all the graphics and models available, which levels are considered "Steering" Levels, and which are considered "Upper" levels?

I/E the 300mb, 500mb, 1000 etc. How high do steering currents go?

Is there a map that superimposes these over each other, maybe with different colored lines? I guess the shear map would essentially do that.
