The colors represent the Quantitative Precipitation Forecast (QPF) for the 6-hour period ending, in this case, at 108 hours. The scale is in inches of precipitation (water). So, if one saw 1.00, that would indicate that 1.00" of precipitation is forecast for the 6-hour period ended at 108 hours.
