NO Storm Surge Impact from Cat 3/4 coming in from NW?
Is this the worst case scenario for New Orleans hurricane impact or is this better than if the storm was coming from the northeast?

Not many "hurricanes" can approach the city from the NE.

Northwest.
The nightmare track is actually more WNW, landfall at the Mouth of the Mississippi or just a few miles north and then tracking just south of the city putting the entire area in the northern eyewall and inudating the city under feet of water. Anyone there would drown.
