How 'bout use the money required by any of the crackpot schemes to build hurricane resistant structures along the coasts.
You know, it's called "mitigation"
Seriously, if what we're looking at is a period of more hurricanes coupled with massively increased coastal population, some very strict building codes (concrete construction, etc.) are going to become necessary along the coasts. Multiple instances of major reconstruction each year just aren't sustainable.

I live in the greater Pensacola area and I too have felt the effects of Hurricanes. I think we need to rethink building homes on the coastline. There are pictures in the Pensacola News Journal this week showing a couple of homes pre Ivan, Post Ivan and Post Dennis. They went from being 300ft from the water to about 75feet in less than 11 months.
The rest of Floridians and Americans subsidize these people in general thru insurance, taxes, disaster relief etc. Most of the Pensacola Beach residences are on lease land and do not pay property tax. They do not pay IMHO the insurance premiums to cover the potential loss of homes valued over 1/2 million. And the rest of America has to pay higher taxes to bail them out.
Yes I live near the Beach (about 20 miles as the Crow flies) but I did not choose to live so close that I would have to worry about Mother Nature taking her property back.
Oh yeah nuking storms is about as dumb an Idea as making Osama Bin Laden "Man of the year"

Excellent points about building near the coast. The dunes and the barrier islands are not areas that should be developed IMO.
Obviously it is much to late for that in many areas. But if someone choses to live along the ocean, they should understand there are consequences for doing so. And everyone should not have to foot the bill for sand replenishment just to keep peoples homes from falling into the ocean.
