Every signatory on to Kyoto fully intended to violate it like crazy; the whole purpose of the thing was to see if the US would be stupid enough to sign on to it and thereby cripple itself (which would mean, in the zero-sum fantasy world of the socialists, that they would relatively progress).

You're reading too much between the lines. By "signator(ies)", I wasn't referring to wild-eyed global-warming hysterics, I was referring to cold-blooded politicians who play the very zero-sum game I alluded to (and who couldn't care less if the Maldivians are all living in a snorkling paradise late next week).
