The general consenses is that the system is considered to be in a favorable area for tropical development, but still over the Yucatan peninsula.

I am not sure why Cheyl Lemke and Lisa Mozer said it, basically two different ways. I agree more with the wording of Lisa in terms of overall development and Cheyl in terms of it being not in the right place at the current time.
