It's been stated to death here that SSTs aren't everything. You could have SSTs of 32C, but if the upper environment is unfavorable, nothing will form.

FLORIDA REMAIN DISORGANIZED. UPPER-LEVEL WINDS ARE FORECAST TO
REMAIN UNFAVORABLE FOR DEVELOPMENT AS THIS SYSTEM MOVES NORTHWARD
TO NORTH-NORTHEASTWARD OVER THE NEXT DAY OR TWO.
