It's now out. Some interesting notes:
* Became a tropical storm at 0000Z, more than 12 hours before it was picked up operationally
* Made landfall at 0900Z (it was already ashore when advisories began)
* 40 kt peak intensity (up 5 kt from operational)
* Admittance that they did a poor job in forecasting Arthur
The NHC is lucky that they caught this, since this could have easily been an unnamed tropical storm...

I don't see where they "admit" this. They only use standard TCR language and say "The genesis of Arthur was not well-forecast."

They were pretty much talking about on how they messed up on the STDS that was issued just before they named Arthur.
