NWS TPC/NATIONAL HURRICANE CENTER MIAMI FL
800 PM EDT THU JUL 2 2009

FOR THE NORTH ATLANTIC...CARIBBEAN SEA AND THE GULF OF MEXICO...

1. A NON-TROPICAL AREA OF LOW PRESSURE LOCATED ABOUT 1150 MILES
WEST-SOUTHWEST OF THE AZORES IS PRODUCING SHOWERS AND THUNDERSTORMS
THAT ARE DISPLACED TO THE EAST OF THE CENTER DUE TO STRONG
UPPER-LEVEL WINDS. THESE WINDS ARE EXPECTED TO REMAIN
UNFAVORABLE...AND FURTHER DEVELOPMENT OF THIS SYSTEM...IF
ANY...WILL BE SLOW TO OCCUR AS IT MOVES GENERALLY EASTWARD NEAR 10
MPH. THERE IS A LOW CHANCE...LESS THAN 30 PERCENT...OF THIS SYSTEM
BECOMING A TROPICAL OR SUBTROPICAL CYCLONE DURING THE NEXT 48
HOURS.

ELSEWHERE...TROPICAL CYCLONE FORMATION IS NOT EXPECTED DURING THE
NEXT 48 HOURS.

It needs to move southwest or northeast to have a chance of developing. Shear there is about 20-30 kt (with about 15 kt of mid-level shear) and is pretty steady.

I think that the words non-tropical, high shear, conditions to remain unfavorable for development say enough. Maybe they're making sure their yellow circles still work?

Strong thunderstorms persisting for more than 12 hours, east of a weak center.
Although the yellow code on NHC, no Invest, unfortunately, because a visible floater is welcome.

Wow! The last quikscat image is really interesting! Looking at it winds have increased around the center. Although it is a sheared system, it shows a warm anomaly at 850 hPa. Another controversial system?
