Monsoons and Tropical Cyclone
Since most tropical cyclones come from monsoonal troughs or lows. I am a believer that monsoons play a major role in tropical cyclone development. If the monsoon is not as active, the season is less active. I sometimes think why some seasons regardless of basins are less active like in 1977 or 2007 is due to monsoonal activity. I wonder if monsoons play a role in the development of those tropical waves that come out of Africa.

Yes, the waves that come out of Africa are related to the West African Monsoon. Weak monsoonal activity is one thing that can suppress Tropical Cyclone development to be sure. The MJO also plays a role since active MJO impulses can trigger monsoonal surges which lead to storm development.
