I voted for July 21st-31st.....June and most of July will be quiet.....once the 'train' begins in earnest by mid-August, I expect a very busy mid-August through early-October period. Doesn't mean there won't be a storm or two before or after that 7 or 8 week core of the season..but the bulk of the formations will occur from August 15-October 15.
A slow start in June and even July has proven time and again to have no bearing on the remainder of the season...take 2004 as the most recent example of that..the first named storm (Alex) didn't form until July 31...or 61 days into the season...i am sure many folks on here remember the 'season cancel' posts as we moved into late July that year.
In fact, at that time, the 2004 season was the 5th latest starting season since 1952!!! By December 2004, we had 16 td, 15 named storms, 9 of which became hurricanes, and 6 of which became major hurricanes. 3000+ fatalities occurred basin wide and damage estimates, adjusted for inflation to 2010 dollars, were $57.5 billion in total.

Hard to call simply because there are always going to be the odd system that comes close in May and June even in slower years, esp given we are coming out of a El nino Spring and the jet should be quite strong and far south still which means the odds are there for a cold core system that changes to subtropical/tropical with time.
