Based on QuikScat alone, that area 8N, 32W has uncontamined winds of tropical storm strength.

Oh, that's nothing, just HENRI forming! Looks like it has very good outflow. Remember back in 1995 when the NHC was so busy with Luis, I think, that Marilyn developed an eye way over by Africa before it was classified as a TD? I think it was Marilyn..

I couldn't wait to see what the NHC said to get out of that one on the next tropical outlook. I remember they said a "rain-free central area appeared to be forming" and they called it a TS with 45kt winds!

Wee-ooo,who said the season was quiet? I was AFK for two hours, and Bam, we have another. I agree the quick-scat shows TS winds. I'm surprised no invest.
