Yeah they don't classify anything in the subtropics unfortunately. NHC as well for the EPAC.

https://cdn.star.nesdis.noaa.gov/GOES18/ABI/SECTOR/np/GEOCOLOR/GOES18-NP-GEOCOLOR-900x540.gif - you can see the loop on GOES18, spinning south of Alaska and west of California. Pretty little storm.

In the Atlantic, that would probably get named.
Yeah, I'd say that it is a tropical storm. It's just so rare to get those storms from non-tropical origins in the CPAC (or especially the EPAC).

Re: Warm seclusion embedded in extratropical low in the NE Pacific
Classic small warm seclusion rapidly developed at the center of the large XTC over the Pacific this morning. Convection has been rapidly stripped away from the center over the last few hours. These rarely get named because they usually don't persist as a TC-like feature for very long, plus they're part of strong, and much larger XTCs, which are handled with marine warnings. Some RSMCs have classified these as STCs, while NHC usually doesn't operationally, unless they persist for quite a while. The ones that they do, they'll go back and BT to show a longer lifespan.
