I like the idea of packing more information into the graphic - and the addition of watch and warning to the cone reinforces the reality that effects can and will sometimes occur outside of the forecast cone. The issue that might be problematic to some users is that the colored areas can completely mask over the forecast cone, which is kind of critical information. In both examples, the cone becomes obscured at points.

It's always struck me that good map-making with layers should allow all layers to be visible when polygons are overlayed on one another.
