Im confused are they just saying 192 mph above surface and guestimating that it is 160 at surface or they know this for a fact?

I'm not sure where they got the numbers to tell you the truth- but I can only imagine that it's next to impossible to get a true accruate reading AT the surface *Laughs* The planes don't fly that low and I can only imagine that the waves are very very rough making the drops harder to read perfectly.

That's only my uninformed guessing though ;)

I think they use a 15-20% lower number for the surface winds. Not sure though.
