I voted for a cat 2, although it could be a weak cat 3. This isn't the storm we had 2 days ago and with the cooler waters up north and some sheer it should weaken considerably.

Category 4....120 kt (135-140 mph) is my forecast at landfall near Ocracoke, NC (Outer Banks).

NO, it isn't the same storm. This storm though has demonstrated it's staying power.. cooler waters are DUE north.. not quite as cool NW.. shear will weaken it, but not to cat 2 status I don't believe. My guess is 120-125mph at landfall.. landfall in Maryland/Delaware
