What was the name of the system about 3-4 years ago that...
hung off the N. Carolina coast it seems like forever and just kept looping around. This went on for weeks. Anyone remember?

I was there, still am
This looks to be our 6th landfalling tropical storm in the past 7 years.
The storm in question that lingered on and on and on was in fact Dennis of '99, followed by Floyd, followed by massive inundation of the eastern third of the state.

Yes it was Dennis.
On Aug 30 1999 Cat 2 Dennis stay off the shores of NC but close enough to tease us with some rain, moved ENE a bit then did a loop and came back on Sept 5 as TS Dennis and made landfall, dumping some more rain on us. This was followed up on Sept 16 by cat 2 Hurricane Floyd who came ashore and let loose the rain which seemed to never stop. The result was disasterous. Goosebumps still pop up when I think about it.
