WEAKENING/STRENGTHENING

I was wondering if a hurricane undergoing an intensification process does more damage than a hurricane in a weakening process(at least 6 hours prior to landfall)?

I'd say strengthening----more inland tornadoes?

rapid intensification is said by top mets to be an area they still have almost no explanation for nor ability to predict. It can happen just before landfall. Yet then, they MAY suddenly weaken. Dynamics also unknown. Only solution...end all hurricanes..see my post...orbital sunshades.
