http://www.ssd.noaa.gov/PS/TROP/positions.html

They will classifie 99L as a subtropical TD at 11 AM or at 5 PM.

T-Numbers don't warrant an upgrade at this time unless of course there are other factors. Shower activity hasn't become better organised.
