is the current agreement that development is extremely unlikely at this time?

Let's see how I phrase the words.Possible but not probable at this time.I say at this time because it well form a new low beneath the convection and then boom.

Yes because usually that means strong shear is shreading the systems apart, blowing away all the convection from the center of the storm away from it...causing the center to be open and out of place. This storm probably wont intensify unless convection refires around the center of circulation. If not then the storm is doomed.

The center must relocate under the convection..that alone happens regularly during the hurricane season... Although even if it does relocate under the convection it is no gurantee it will organize and could relocate or get displaced again with shearing. These teaser blobs happen every season..unfortunately the dammage from this system has already happened..

If the center reforms and the shear relaxes.. then we may have a storm develop.

Otherwise.. It doesn't look too promising imho

You are all correct. The invest happened, but a terrible price for those in the islands. I hope future systems this season won't be so devastating to people and property.
