The green lines represent the moist MADDEN JULIAN OCCILLATION or more favorable conditions for tropical development and that is not at the atlantic yet and the brown lines are the dry phase of it as it shows up in the EPAC and the atlantic.As that factor moves eastward from the WPAC to the EPAC will be more active and later as it gets into the atlantic things will begin to heat up.The WPAC has been very active in recent weeks because of this MJO factor.
