Not always, sometimes it means that the disturbance is causing heavy rain and fierce gust winds which could put in jeopardy the lives of many people.

FWIW.. NRL has it up to 30kts and down 3mb. 1011mb..

What I think he means by the NHC is posting a statement. He is talking about the special tropical disturbance statement.

I've seen the STDS from 2:15pm already, there's nothing else that has been issued yet. I see they've upgrade TD in the pacific to TS though.
