Cuba prepara ya fase de recuperación antes de llegada de Charley
La Habana, 12 ago (PL) Ante la inminente llegada del huracán Charley, Cuba reforzó hoy medidas para limitar en lo posible las pérdidas humanas y materiales, lo cual incluye preparativos para la recuperación del país luego del paso del meteoro.
En las provincias occidentales de Pinar del Río, La Habana, Ciudad de La Habana, Matanzas y el municipio especial de Isla de la Juventud se declaró la alerta ciclónica, tercera fase de las cinco del sistema de Defensa Civil nacional: informativa, alerta, alarma, emergencia y recuperación.
En esas regiones comenzó la evacuación de miles de personas residentes en lugares de posibles inundaciones, al tiempo que se procede al traslado del ganado a lugares altos y en la agricultura se impulsa la cosecha de productos de óptima maduración para impedir su pérdida.
El plan de prevención de la Defensa Civil incluye la limpieza de sistemas de desagüe y el aseguramiento de techos en las poblaciones y ciudades, distribución de alimentos en aquellas zonas que puedan quedar aisladas y la movilización de personal médico.
Sin embargo, no todo son peligros, pues junto al temor ante la amenaza natural y los preparativos para enfrentar sus estragos persiste también la esperanza de la llegada de lluvias que ayuden a paliar los efectos de una fuerte y extensa sequía.
Como resultado de la escasez de precipitaciones los embalses de Pinar del Río se encuentran apenas al 29 por ciento de su capacidad, las de La Habana al 49, Ciudad de La Habana al 33 y Matanzas al 29 por ciento, por lo cual se espera que puedan asimilar las fuertes precipitaciones.
Fuentes del Instituto de Recursos Hidráulicos indicaron que todo está listo para garantizar el mayor aprovechamiento posible de las lluvias, y para proceder en la fase recuperativa a garantizar el abastecimiento de agua mediante carros-cisterna en las zonas que puedan quedar sin fluido eléctrico.
Julio González, representante del Ministerio de Agricultura en el Estado Mayor Nacional de la Defensa Civil, precisó que también se procedió a la protección de cultivos, animales e instalaciones en las cinco provincias que se espera sean afectadas por el paso del fenómeno meteorológico.
En declaraciones a la Televisión Nacional, González aseguro que se ha protegido ya el tabaco cosechado y los semilleros de esa planta en la provincia de Pinar del Río, principal productora de la hoja en el país, y se trabaja con idéntico objetivo en otras plantaciones del resto del territorio occidental.
Con vientos de unos 140 kilómetros por hora y una velocidad de desplazamiento de 26 kilómetros por hora, Charley se acerca a la costa sur del occidente de la isla, a la que se espera llegue hoy en horas de la noche.
