Curriosity Re: Evacuations

There are parts of the Tampa area that weren't given mandatory evacuation orders... so my question is:

Is it safe to stay if you're NOT in one of the mandatory evacuation area's if the storm is making landfall on your doorstep? What needs to be done to structurally secure your home if you're going to stay at pretty much ground zero?

I have a friend who is in Pinellas but not under a forced evacuation who just taped up her windows and secured the yard stuff. Will she be safe? I can't contact her now- tried to reason with her last night... and I'm worried about her.

Please tell me she did more than TAPE up her windows. She needs boards.

I wish I could... I REALLY wish I could- but she'd just finished taping them up when she put her kid to bed last night and reassured me saying she'd been through hurricanes before and she was going to be safer in her home than trying to evacuate.

Most, if not all, storm prep advice says that taping your windows is pretty useless.

Okay so taping the windows is pretty useless- I knew that. Could she be safe regardless... or is this just going to demolish everything in it's path?

In fact this is a quote from a prep guide that someone put out a couple of years ago:

"If you're not covering your windows, DON'T tape them. Tape will not stop windows from breaking."

I'm sorry, OG. I wish I could reassure you. But without knowing exactly where this thing is going and without knowing just how fortified her home is (besides the windows), I simply couldn't say for sure. But I'll be praying for her.
