Kind of surprised by this but suspect some will be issued later this morning / midday. I also excpect Frances strengthens a little to boderline CAT 2/3. Rain, and lots of it, are one of the biggest story. Winds, overall, are not going to be extreme but the aerial coverage and duration of the winds may more the compenstate for this.
